Development and Implementation of Electronic Validation and Automated Secure Transfer of Educational Data

The Michigan Department of Education (MDE) was given task order funding to, in partnership with the Center for Educational Performance and Information (CEPI), improve the collection, security, and quality of data submitted by local school districts, public school academies, and intermediate school districts. The CEPI is a newly created agency for collecting, maintaining, and disseminating all educationally related data for the state of Michigan. CEPI will meet with various MDE program areas to establish a list of acceptable values for each data element being collected. From these lists, a set of electronic libraries would be created for data value verification, including an error checking routine. This task order would also develop and implement a secure site for data transmission. CEPI will develop this internet-based system with a series of security protocols to ensure that only the owners can gain access to the site. A training component would also be developed to demonstrate the installation and operation of this program. The first phase of information dissemination for CEPI included the automated preparation of CCD data.

The major activities for this project would be to:

  • Identify and convene an MDE/CEPI transition team
  • Identify data libraries
  • Develop a list of valid data elements for each library
  • Create an error checking routine based on allowable data edits
  • Program a data validation application based on developed libraries
  • Develop documentation for error checking and validation applications
  • Package the error checking and validation applications for distribution
  • Purchase a high capacity server
  • Develop a secure log-in procedure
  • Obtain, install, and implement encryption software
  • Evaluate effectiveness and efficiency of system
  • Develop templates, create data extractions, and load to website, static and CCD reports

Work on this project was scheduled to begin in January 2001 and conclude by Spring 2002.

Automation of the Michigan Department of Education Application Process

The Michigan Department of Education (MDE) was given task order funding to develop an interactive automated grant application process. Funding was provided for the MDE to secure a contract with a vendor to develop interactive screens needed for all grant applications, and to provide training for an MDE staff-member to design and maintain the unique grant proposal application pages. The application process would be web-based and entirely automated and all electronically developed screens would be integrated into the department’s website.

The major objectives for this task order were:

  • Formation of a forms consolidation and review team
  • Development of consolidated grant forms
  • Creation of interactive web-based data collection screens
  • Development of background support databases
  • Construction of completed application repository database
  • Development of management reports
  • Training of applicants in new process
  • Dissemination of project results to other State Cooperative System Liaisons

The major products for this task order were:

  • Interactive electronic application forms
