\71\Public Law 98-525, enacted October 19, 1984 (New GI Bill), established two new peacetime educational programs: an assistance program for veterans who enter active duty during the period beginning July 1, 1985, and ending on June 30, 1988, and an assistance program for certain members of the Selected Reserve.

This program provides education grants of up to $4,725 per year, for up to 2 years, to help pay for college or to repay student loans to people age 17 years or older who perform community service before, during or after postsecondary education.
\91\The Federal Emergency Management Agency was created on March 25, 1979, representing a combination of five existing agencies. The two largest were the Defense Civil Preparedness Agency in the U.S. Department of Defense and the Federal Preparedness Agency in the General Services Administration. The funds for the Federal Emergency Management Agency in FY 70 to FY 75 were in the other agencies.
