Major Outcomes:
- Planning:
- Contract with an outside third party vendor(s) to design and implement the expanded infrastructure to support the repository.
- Collaborate to analyze and profile data specific to the project objectives.
- Examine legal and policy issues surrounding data matches and develop cross agency agreements governing data access issues to ensure compliance with FERPA as well as any other state and federal requirements.
- Will expand the P-12 SLDS including data sources, reports, and tools for analysis:
- Career and Technical Education data;
- Pre-School data;
- Individual Learning Plan (ILP) data;
- Limited English Proficiency data; and
- Facilities data.
- Data Integration and Reporting:
- Merge data collected by the education agencies with P-12 data to generate a more holistic snapshot of education.
- Pre-service educator preparation data.
- P-12 Educator Certification data.
- Post-secondary enrollment course taking data.
- Adult education data including, but not limited to, program enrollment and GED data.
- Reporting and Analytics: putting tools in the hands of users.
- Interface and process for external agency researchers to access the data for analysis purposes and to extract information that can be used in studies and to create reports on P-20 related issues will be developed.
- Software to facilitate the development of reports that can be used to inform policy leaders as well as to provide feedback to schools, districts, and post-secondary institutions.
- Access to de-identified data will be provided to authorized users within the P-20 educational system to conduct research and analysis on urgent and emerging issues.
- Reports will be shared with policy-makers to support programs identified.
- Business Intelligence tools will be used to build prompted reports and analytic capabilities to enable decision-makers and policy researchers to quickly access important data in order to inform their work.
- Roll out of the capabilities built into the system and training to users.

Major Outcomes:
- Establishment of a data warehouse and associated interface, with longitudinal tracking capabilities.
- Elaboration of the reporting interface. The infrastructure to be developed will serve as the foundation for development of reports that incorporate longitudinal data both for individual students and for aggregated groups of students. At the same time, independent assessment contractors will begin development of an item bank. Adequate longitudinal measurement of student achievement requires that tests be vertically scaled.
- Analysis of methods for connecting the longitudinal view of student achievement to the results of partner systems.
- Adding sophisticated test delivery and analysis functionality to the portal, and incorporation of the functionality developed in the course of the project into ongoing Department operations. Kentucky anticipates making "testlets" drawn from the state's item bank that can be used by teachers as formative assessments to evaluate their ongoing instructional efforts.
- Develop a value-added reporting mechanism.
